    广西全州县凤凰镇三里村委斗江村原有左家坪山场989.88余亩（共五池五顶，有土地红线图为证），目前流失土地约200余亩。
    自清朝以来，左家坪山场即是斗江村蒋氏族人衣食生存之根本，祖辈在此砍柴打草、耕田种地，蒋氏先辈在与邻村交界处埋了界碑和界桩。1950年，第一次土地改革时明确了集体土地使用权。
    1964年，在时任乡公社领导、学校领导的倡议下，多次与该村时任生产队队干协商，用该村左家坪120余亩左右山场用以建立勤工俭学子弟学校。村队干允许同时，口头约定学校只有地面建筑使用权，没有土地所有权。1972年，红卫学校（现凤凰镇初中）在当时县、乡政府的行政强压下，将学校一半土地划给乡政府和乡供销社、营业所、食品站等直属机关无偿使用，后乡供销社、营业所、食品站等直属机关相继倒闭，乡政府、初中（原红卫学校）至今也没有把斗江村的集体土地归还或按国家法律规定进行征地补偿，致使村民遭受了巨大的经济损失。
&#160;   1980年，乡供销社未经村民同意，擅自在山场内建化肥仓库，村民闻讯赶来拆掉了供销社已下好的墙角。为平息事态，在时任乡公社书记的调解下，由供销社赔偿该村2000元，并口头承诺，今后山场内的建设在同等条件下，优先给斗江村人承包建设。
    2014年12月29日，凤凰乡“撤乡改镇”，个别乡镇领导伙同既得利益的村委干部、少数村民欲借扩建市场及农村危房改造之名，行违法将集体土地出售变卖之实。原乡供销社使用部分土地已被人私下转卖。
    近50年来，当地政府没有按照国家《确定土地所有权和使用权的若干规定》（2010年12月修订）补办征地手续或退还农民集体，没有公布告知斗江村民征用土地的事实，违背了当初与村民之前的承诺，没有依法履行征地方案和征地补偿、安置方案公告的法定职责。
